Ken A. Kinard has been involved in South Carolina government and legislative affairs for over two decades. Mr. Kinard's service in state government began at the Department of Health and Environmental Control Office of Health Planning.

In 1978, Mr. Kinard left the Department of Health and Environmental Control to become Research Director for the House Agriculture and Natural Resources Committee. From 1980 until 1982, Mr. Kinard served as Deputy Director for the Governor's Energy Office.

In 1982, Mr. Kinard was appointed by Governor Richard Riley to serve as his Executive Assistant for Legislative Affairs. He served Governor Riley in that capacity until the end of his term in 1987. Mr. Kinard was responsible for coordinating and implementing the governor's legislative agenda, working with the General Assembly to guide beneficial legislation for the citizens of South Carolina. Most notably, during Mr. Kinard's tenure Governor Riley signed the landmark Education Improvement Act to fund public school reform.

In 1987, Mr. Kinard opened the doors to Ken Kinard & Associates where he has skillfully served a vast array of clients, representing their interests in both the South Carolina General Assembly and at the state agency level.
